Windows Command Processor (cmd.exe) (commonly known as the Command Prompt) is the command line interpreter for Windows NT-based operating systems (including Windows 2000, XP, Vista, 7, Server 2003 and Server 2008). It is the analog of COMMAND.COM in MS-DOS and Windows 9x systems. Command.com is deprecated.

Wish I could say that I couldn't live with out it like on Linux, but I cant, there's no commands (unlike Terminal on Linux)
PowerShell is much more useful on Windows these days.
