Free Express Edition from Microsoft. Great for learning and crafting web sites using asp.net and C#. I used it to develop a fun game - http://www.choi.somee.com
Microsoft Web Designed is an extremely powerful tool for developing web systems. I've used it to make helpdesks, galleries, and documentation related sites. It has it's occasional quirk, but it's countless features outweigh those hiccups hands down.
Easy to use when you have used visual studio
I am a .net guy and I love that i can dl this and install it at client sites without having to worry about license fees. if only it had a portable version.
